Building homes and pools in Pasco

Much of west Pasco was built from the 1960s through the 1980s. In Holiday, New Port Richey, Port Richey and Hudson, many homes are block houses from that era, often on canals that lead to the Gulf. They are ready for a new kitchen and baths, an addition, a new roof or a pool, and many need repairs that start behind the walls. Zeta Construction remodels and repairs these homes, and builds new ones when a lot is ready for it.

Along State Road 54, Trinity, Odessa, Land O’ Lakes and Wesley Chapel have grown into planned communities full of newer homes. Here most owners want to add what the builder left out: a pool, a screen enclosure, a paver deck or a summer kitchen. Odessa and Lutz span the Pasco and Hillsborough county line, so we confirm which county handles your permit.

Farther east, around Zephyrhills, Dade City and San Antonio, lots are larger and more rural, with room for a custom home, a bigger pool and a workshop or a detached garage. Before design we check the lot’s access, flood zone and zoning, and whether it needs a well and a septic system.

What to know before building in Pasco

Every county and city has its own rules and conditions. We plan for them from the first drawing, so the permit and the inspections go smoothly.

    Sinkholes and soil

    Pasco sits in the part of Florida where sinkholes are most common, along with Hernando and Hillsborough. Before a new home, an addition or a pool, we recommend a soil test or a geotechnical report for the lot, so the foundation and the pool shell are engineered for what is underground. When a home has cracks that point to settlement, we find the cause before we repair the finish.

    Canal homes and flood zones

    Many west Pasco homes sit on canals or near the coast, inside FEMA flood zones. New homes and additions there must meet flood elevation rules, and the 50% rule applies to large remodels and repairs: when the cost reaches half of the structure’s market value, the whole home has to meet current flood standards. A pool or deck next to a seawall is designed around it. We check all of this before the first drawing.

    County or city permit

    Unincorporated areas, including Holiday, Trinity, Odessa, Land O’ Lakes and Wesley Chapel, are permitted by Pasco County. Cities such as New Port Richey, Zephyrhills and Dade City run their own building departments. We confirm which office and which rules apply to your address before we start.

    HOA approval in newer communities

    Most planned communities require HOA or architectural review approval for pools, screen enclosures, pavers, additions and exterior colors. We prepare the drawings, materials and colors the committee asks for, then apply for the permit once the design is approved.

Where is your office?

Should I test the soil before building a pool in Pasco County?

For a new pool, an addition or a new home, a soil test or a geotechnical report is a smart first step in Pasco, and engineers often ask for one. It tells us how to design the foundation or the pool shell for your lot, and if it finds a problem, you know before construction starts, not during it.

Can you add a pool and a screen enclosure in an HOA community?

Yes. We design the pool, the enclosure and the deck together, prepare the package your HOA or architectural committee requires and apply for the county permit once it is approved. In communities around Trinity, Odessa, Land O’ Lakes and Wesley Chapel this is the usual order.

Do you renovate older canal homes in New Port Richey, Port Richey and Hudson?

Yes. We start by confirming the flood zone and comparing the planned cost with the home’s market value under the 50% rule. Then we plan the remodel, the addition or the repairs so they fit the rules, and we check the plumbing, wiring and roof framing that older homes often need to update.

Who pulls the permits for my project?

We do. Zeta Construction applies for permits under its Florida licenses: CGC1540964 for building work and CPC1461612 for pools and spas. Depending on your address, the permit is issued by Pasco County or by your city.
